The Lost Art of Drawing the Line
Phillip K. Howard
Efforts to protect individuals against authority have led, ironically, to
decline in individual freedom. One person's injury or outrage becomes
national policy. Anyone who makes a claim (after, say spilling hot
coffee) has the upper hand. Fear of this system of justice has affected
the judgements and feelings of ordinary people. What is required, says the
author, is a return to a system of law and government based on values and effectiveness of individuals with responsibility.
