AITP – Central Illinois Chapter

Board Meeting Minutes – 11.17.2003

The meeting was called to order by President Cornwell at 6:05  PM .  Those present were:

Larry Cornwell, President
Gleneta Reaugh, Treasurer
Bill Reaugh, Chapter Liaison and Secretary
Matt McGowan, Past President

A motion was made/approved to accept the Treasurer’s report for the period ending October 31, 2003 .  The $1700+ CD has been moved into the checking account to avoid the monthly service charge due to low balances.  Total assets exceed $12K.

The continued viability of the chapter was discussed.  Major topics included:

. Requirements for dissolution according to the chapter bylaws (which requires a vote of 2/3 of the membership), including       disposition of assets

. Declining membership (17 as of September 30), and difficulty in obtaining commitment from the members to serve as officers  or directors

.  Support of the student chapter

. Alternatives for current members, i.e., affiliation with another chapter, or individual membership.

 Action Items:

Larry – determine the procedure, financial minimums, etc. to establish an endowed scholarship at Bradley for CIS students

Bill – identify programs offered by the Twin City (Bloomington-Normal) chapter, that would be available to Central Illinois members

             AITP – Central Illinois Chapter

Meeting Discussion – 11.17.2003

Members present were:  Larry Cornwell (Pres.), Matt McGowan (Past Pres.), Gleneta Reaugh (Treasurer), Bill Reaugh (Chap. Liaison and Secretary), Mike Boylan, Les Clemmer, Bob McClelland and Steve Patrick.

The focus of the meeting was to discuss the status of the Central Illinois Chapter.  Following are the major topics addressed:

Finance – if the chapter were to dissolve (requiring a 2/3 vote of the membership), according to our bylaws the assets must be distributed to either a 501 (c)(6) organization (e.g., the Association or another chapter) or a 501 (c)(3) organization (e.g., the Foundation for Information Technology Education, Bradley University Foundation).  Current assets exceed $12K (comparable to the assets of Region 5 - IL/WI).  Larry will determine the requirements for establishing a scholarship for CIS students at Bradley.

Student Chapter Sponsorship – in principal, each AITP student chapter must be sponsored by a professional chapter.  That relationship can range from excellent (due in our case to the dedication of Larry and Matt as faculty advisors) to non-existent (either with or without a sponsoring chapter).  We could make arrangements for the Twin City (Bloomington-Normal) chapter to be the “official” sponsoring chapter, since they are the closest to Peoria , but the distance would be a definite factor in the strength of the relationship.

Programs – the specialization of the IT industry creates problems in developing programs.  We are not obligated by bylaw to have a fixed number of meetings (which has traditionally been 9 – September through May).  Matt thought he could arrange for a February 2004 meeting, and have the students present their experience at the National Collegiate Conference in Omaha for the April meeting.  Bill will check the Twin City programs, and provide information to the membership.

2004 Officers and Directors – there were no volunteers to fill these roles.  Larry and Gleneta will remain signators on the financial accounts.  Bill will continue to represent the chapter at Region 5 meetings.  The consensus of the attendees was that we will attempt to manage the chapter by a “committee of the whole.”

Membership Options – currently, unless a member wants to transfer affiliation to the Twin City , Capitol ( Springfield ), or Illowa (Quad Cities) chapters, no action is required.  These are the closest geographically to Peoria .  If the chapter should dissolve, you can transfer your affiliation or remain as an “individual” member (i.e., not affiliated with any chapter).

As you know, the Association Board of Directors (ABOD) approved a $25 dues increase effective January 1, 2004 .  The majority of that amount is intended to be allocated toward initiatives that increase membership.  At this time, no definite programs have been defined or implemented.  The remainder of the dues increase would be directed to the reserve funds.  At the ABOD conference call on November 19, they authorized a distribution of $5 of the dues increase to be rebated directly to active chapters (which were defined as those meeting 5 times a year and having a current officer list).  If you have any questions or comments regarding any of these issues, don’t hesitate to share them with the current officers and/or total chapter membership.
